GOOD NEWS FROM IRAQ
According to Juan Cole, Paul Bremer the de facto occupational governor of Iraq is going to adopt the Alaska model of making dividend payments on oil sales directly to Iraqi citizens. This move would be revolutionary in the Middle-East which is stultified by corrupt and heavily statist economies and will inject much needed private capital into Iraq's shattered economy ( The " Alaska Policy " will also be politically difficult for any future Iraqi government to reverse, giving a fledgling market economy a flow of resources). Bremer should follow this announcement with an outline for a process for electing a Constituent Assmbly to write a democratic constitution for Iraq - not only would this action badly undercut critics of Bush administration policy and reassure Iraqis as to their future, it is the right thing to do. ¶ 11:20 PM
