By now a lot of people are channeling van Creveld, Barnett, Lind et. al., but if we're putting together a timeline of Who Got There First I submit the name of one of my former intelligence colleagues, David Kanin. David was sounding this theme back in 1993 or thereabouts, but as he worked at Langley, nearly everything he wrote was for the Dark Side and his street cred would be hard to document. However, I see him listed as one of the "Experts in International Affairs" by Johns Hopkins' SAIS.

I'll take your word on his credibility. Does David have anything in the unclassified edition of Studies in Intelligence or another journal?

I realize most of what he wrote was probably not for publication but if there's something floating out there I'd be happy to take a look.
 

Let me see what I can dig up. I doubt he wrote much if anything for SiI, although he (and many others at Langley) certainly should have.
